Can a bad application of touch up paint be fixed?

I have a 1993 Infiniti Q45, The under carrige is imaculate but the body is'nt.

The doors have some scratches, the roof has a minor ding, the passenger A pillar has a chip in the paint, the trunk and hood need to be repainted or repaired what ever is easier.

But I apply OEM touch-up paint to the tiny rust spots but I am not very good at applying it, So can it be fixed?

Also to fix the above how much do you think a fair charge would be?

Some have told me $100-$200 but I think thats way to cheap to fix it or fix it right.

Also is it better to repaint the whole car or just fix those minor things?

I am trying to stay away from repainting the whole car because there are not many people who can do it right, and those who can need money.

I've had good luck with a product called Lanka Blob Remover for smoothing touch up paint. You use the factory nissan touch up paint and let it dry for 24hrs then flatten it out with the lanka. Works very well.

Thanks for the advice but I meant for touch up paint that has already been applied and looks like crap.
