Camshaft replacement information

Need Tech Support, Can anyone talk to me about re-installing a camshaft, Exhaust of piston 1,3,5 side of engine, hand tight only and will not turn? Should it be allowed to turn freely? is the shaft bent or is the valves preventing it form turning? Need to figure out so i can get it back on the road. any help or direction would greatly appreciated.

How are you trying to turn it? Via the cam itself, cam gear, crank? Did you follow the FSM? Tq value of those is way less than hand tight. its only like 15inlbs or something.
