Camshaft not sitting all the way down

Hello all! New to the forum and I have a question. I'm replacing my head gasket on 2003 sentra 1.8. I just put the cams on the head and the intake cam doesn't seat all the way down on the right side. So when I place the cam brackets on ,they are all wobbly and not making full contact on both sides. Is it supposed to be this way, and I just need to go ahead and tighten the cam brackets down?
Any help would be appreciated.
