The guy who owned the car before me cut or did Somthing to the springs and didn't install a camber kit, so basically all my inside edges on all 4 tires are bald and I can see wire.

I want to get rid of te GOD awful 20's this thing is on and go to 17-18's
What route do you all propose ?
Coilovers and new rims tires
New springs and shocks instead?
Camber kit?

I don't know how low he cut them but he said I can only go to 19's before ill have issues?

You should read the sticky post called "Everything you need to know about the Z32" in this tech section. At the bottom it's all about suspension. This is copy/pasted from there:
Any time you lower a car (whether its by coilovers or springs)you must buy Adjustable Front Camber Arms, Adjustable Front Tension Rods, and Adjustable Rear Camber Arms. (If you don't have these add-ons, your tires will wear much faster in the inner threads, which will result in less traction, and even worse handling...this is because the STOCK Cambers are NOT adjustable so your tires will lean outwards and most of the weight of the car will be concentrated on the inner part of the tires)

Sway Bars, Front/Rear Strut Tower, and Front/Rear Adjustable Traction Rods are Optional, but recommended for the ultimate Handling performance on the track.

Anytime a car is lowered (whether by Ground Control or Coilvers), the lower you adjust your springs the more ride stiffness you will get....Stock Height to 1.5" is recommended..anything lower will increase stiffness.

BOTTOM LINE
Coilovers - For Looks and Performance
Shock/Strut w/ Lowering Springs - Comfort and Looks
Shock/Strut w/ Ground Control - Comfort and Looks (you can ALSO adjust your ride height, from STOCK up to 2.5")

It's really up to you what your going for, but if you wanna lower it you need to buy adjustable suspension parts. Obviously the PO didn't bother

I want to raise it to factory height for now, that's why I was thinking coil overs to lift it back up, then I would not need to swap out the camer for the adjustments right?
Correct me if I'm wrong I am new to the ZX cars.

Yeah as long as you don't lower it you won't need adjustable camber pieces

What is the standard offset for the front and rear? 24mm?
Also is a cold air intake better than a short ram intake ?

If you're going to factory ride height, you might as well just get OEM springs and some "stock-ish" shocks, like tokicos or something like that.

To bypass the electronics, just unplug them. I had stock springs and shocks when I got my Z with 19's on it. Even if you raise it to stock height, they will still camber in a little bit. Mine did, only true fix is to get some FUCAS from Charles at Powertrix.

In order to get the FUCAS from powertrix, I need to instal adjustable tension rods
Im not looking to dive that far into it and I don't need to right now all I'm seeing for upper control arms are, Megan's for 247 and GodSpeed's for 129... I wish I could find more in Red to match my car but all I've heard about Gspeeds are garbage

Check the 2 Facebook parts groups, there's usually always people selling suspension parts.
