Cam question for engine gods?

Ok I am looking at this car that does not run and here is an exact quote of what the owner said."The mechanic told me that a bolt came loose on one of the cam shafts, it will need to have the timing redone. Yes it turns over just fine doesn't seem to make any odd noises, but doesn't start bc of the cam shaft issue."

Is it possible, what do you guys think needs to be done. I was thinking this guy sent it to a dumb mechanic. I was thinking possible bad CAS what do you all think.

Get pics, if it was one of the camshaft bracket bolts then it could be bad but it could be an easy fix, and find out exactly what bolt he is talking about.
