I am using a new 95 efi harness in my 91 tt but the CPS connectors are different. Would I be able to splice in the old pigtail to the new harness? Or do absolutely have to get a new CPS?

You can probably sell your new-style CAS and get an older one in exchange for the same price or less. Old-style ones are cheaper. The part is called Crank Angle Sensor (CAS) not CPS, that might help you. I tried to find information on how the new CAS differs from the old CAS, but I couldn't find anything. The connectors are different, but I don't know if the wires are all carrying the same signals.

You can rewire it to match whichever CAS you have just match the wires to the connector in the order you remove them.. I upgraded my CAS from a old style to a new style and just cut the old connector off of the harness and wired it back to the new.
