In California, the DMV will send you a notice if you require a smog check to re-register. I know that some people are able to drive cars with plate from other states, where the smog laws are more lax. For example, my mechanic has a vehicle registered at a property of his in Arizona and every couple of years he has to make a trip out there to pick up the paperwork. I'm not sure the intricacies of that though. Also around here, Hawaii and Oregon plates seem to be popular among Lamborghini, Ferrari, Porsches, etc owners.
The rumor is that the SR20DET will pass out the pipe if it's in good running condition. I have not yet smogged my own, nor known anyone who has passed out the pipe to verify that.
The visual inspection is enforced as stringently as anything... read: it varies from place to place. For example, there's a local spot where I am that the guy will look at the plate on the vehicle, type the VIN on your DMV print-out into the computer, and check the sniffer to see if it has passed or not.Some places will even give you a "pre-test" on the sniffer if you explain that you know your car might not pass, and are interested in getting it fixed first if that turns out to be the case. More frequently these days, those places / that level of rapport with the testing guys is getting somewhat difficult to find / develop.
If you need to pass a visual inspection, I suggest that you drive around your town and go in and talk to the people. Go to the independent shops, that look like they've been in business forever. Think Long Beach, Riverside, Costa Mesa, East LA, etc. Be straight up with the guy, say, "Look, I got this engine, it's clean, it'll pass out the pipe so we're not ****ing up the environment... what's up, can you help me?"If they are willing to help you out, realize that you're going to compensate them for helping you out.
I bet you won't have to have that conversation more than five times. And given the general level of apathy in the world, there's no way that anyone who turns you down is actually going to try to hold you, call up the cops / EPA / DMV and have you fined right there on the spot. You know?
