question 1:
I don't know what BAR is but ifyou meant CARB, then yes, the car is "technically" within their guidelines as long as it came through Motorex.
Question 2:
They are insured as "stated value" meaning you tell the insurance company how much you want in case of a total loss, and you pay for that amount of coverage. My insurance will be going up about $120/month if I ever get the damned thing.
Question 3:
$38 is CHEAP for a R33, beware... and VERIFY the car has a vin substitut tag in the passenger side of the windshield. if not, then this car is not legal and can and will be impounded if you are ever caught on the street with it.
BTW, 96's are OBD II cars and Motorex doesn't have a OBD II compliance package yet accepted by the EPA so it is either not a real 96, it is a real 96 imported as a 95 (likely) or it is a 96 brought in illegally and you will be hosed if you buy it.
