Is there any consideration for california emitions installed on my S14 befor I install a turbo, ECU ect?

you will not pass any emitions with a turbo in CA at all!!! unless you have hook-ups.

cool i dont live in cali any more. but what about the ECU. Is it programed to be a cali car?

the ECu is universal.. the emmmision laws are run byb the state not by the car... where the car is form has no bearing on the emmision in different states... if your state allows turbo.. then you can pass...
