What's the difference between the two? How can I tell if my car has California emissions?

I have no idea what your talking about but if your cluster has the check engine light, then its usually a cali model

FAST found 2338 US VINS for 1992. There are 16 holes.
FAST found 4315 US VINS for 1993. There are 485 holes.
FAST found 1392 US VINS for 1994. There are 0 holes.
The holes are most likely Canadian models.

For 1992:
615 white with federal emissions. (color code 326)
669 red with federal emissions. (color code AG2)
513 black with federal emissions. (color code KH3)
209 white with california emissions. (color code 326)
165 red with california emissions. (color code AG2)
167 black with california emissions. (color code KH3)

Was reading that in the convertible fats, FAQs thread. Wanted to know if mine was one of 513 or one of 167

VIN number should probably tell you. I've never looked for differences in CA and Non-CA models.

Edit: according to your VIN in the Vert Registry it says Fed emissions. Would have to find another VIN that had CA emissions to check difference.

Edit again: Here is one with Cal emissions: JN3MS37AXPW204415 , so you do have just Fed emissions, but not sure what the differences are. Greg (AZHitman) may know as he probably done the most investigation into the Verts.
