Cabin heater warms very low

There is about 0 F degree (-20 C) in my country - Poland. The cabin heater is set to 90 F but the air temperature is rather low. The air temperature from the heater increase when I accelerate but it decrease when I slow down or stop on lights.
Coolant level is on MAX position.

I found in this topic that the reason could be air bubbles in the heater lines. I have question - how to perform heater lines bleeding?

Second question. Engine temperature indicator in my car is little below medium position. Is it normal? Mostly I drive in the city on low distances (few kilometres).

It's best if you can find a hill and part the truck facing uphill.
You need the engine to be cold (sounds like that's not a problem for you ;-)
Remove the radiator cap.
Just in front of the firewall, top center, is a metal tube with a rubber cap. Take the cap off. Be careful not to loose the hose clamp.
There MAY be another vent at the front of the engine. The FSM shows it, my stick shift '01 doesn't have it.
Add coolant as required. The radiator should be full, and the catch tank between the Min and Max lines.
Put the rubber cap back on. and install the hose clamp.
Put the radiator cap back on.

I parked the car with front wheels on a curb.
I removed the radiator cap, some amount of coolant leaked out but it was still full.
I could not manage to remove that hose clamp from the rubber cap.
The coolant level was about Max line. I put caps back and warmed up the engine. Cabin air temperature was still low. I waited for engine to cool down and checked level of coolant but it was still Max.

What should I check next?

To answer your second question, this is where the temperature gauge should be when the engine is fully warmed up:

Does the A/C work fine and become cold when set to the lowest temperature setting?

Perhaps see if the cabin air filter is restricted or clogged. See instructions here.
