CA18DET timing

howdy folks, i've got a lovely pain in the *** for everyone... got a CA18DET in my S13, just a motor set, and i had to change the timing belt on it.... found some service manual for CA's and it said on timing belt replacement that there should be 39 cogs between the cam gears, and 48 cogs between the exhaust gear and main crank gear. it was a while ago when i did it (took me a while to get around posting here), but i remember one of the numbers was off by 1, i think that it was between the cams and it had 38 instead of 39. i set it to what the manual said, but was curious what you folks thought. the main problem with the motor is it won't rev over 3,000 rpms, and other complications include.....

1. a few vacuum leaks, including the secondary butterfly actuator thing2. 4th cylinder not getting any fuel (we narrowed it to a wiring problem... no voltage to the injector)

anyone have any ideas for me?
