Yes and no! Depending on your local state emissions laws and regulations, it can vary from state to state. For example here where i live, Chicago Illinois, they stopped doing OBD-I or the IM240 emissions testing as of about ~ February 2007 for all cars 1995 and older. Vehicles 1996 and newer use the OBD-II style of testing which is all done with a scanner and the vehicles on board diagnostics technology. Like Chris859 said, if your local testing facilities do visual inspections then you're screwed! Yes to a certain point you'd be screwed but i guess you could always BS your way out of it saying you got the engine out of a 1988 Pulsar NX SE which was available and legal here in the states. You could tell them you swaped it and turbocharged it and it all actually fits like factory. You might want to becareful about what you say as you dont want to say too much info they dont need to know if you get what im saying. Anyways yes its possible as long as the engine is running correctly and you're using a cat.
