It's not a cleaning issue. The issue is with the internal electronics. I suppose if you're REALLY good with electronics, you could tear it apart and try to replace the transmitters, receivers and diodes inside the unit and see if that fixes it.
If you want the technical response, here is the issue when they fail. There are 3 infrared emitters inside the unit, all placed on one side of a disk with multiple slits in it. These slits in the disk correlate to various information about the position of the cam. On the other side of the disk are infrared receivers. So, when powered up, the emitters "illuminate" (it's infrared, so you can't see it). When the disk turns to a point where a slit is, the emitters signal passes through the opening to the receiver. The receiver then outputs a voltage.
But there is an issue in that the signals from these receivers are in a sine wave form. The ECU needs a square wave. So within the CAS is also a little bit of circuitry that converts these 3 sine waves into square waves, which are then outputted to the ECU as 3 separate signal a about the position of the camshaft (which is then used to make assumptions about the position of the crankshaft as well).
Obviously, there is a lot that can go wrong here. Although I've never tested a faulty unit, I would be willing to bet that the issue that causes them to fail is a problem with either an emitter or a receiver. If a failure occurred in the wave form circuit (the part that converts the sine waves to square waves) the ECU would pick this up and log a fault code.
Be cautious with used units though. This is not an uncommon issue and the used unit should only be purchased if it can be guaranteed to be in good working order.
