Ca18det boost problems.

I'm having a problem with my ca18det. Set on 15psi, but it just doesn't feel like it. It's f*** slow actually. There's def a problem. I have:

Stock ca18det engine
Tubular turbo manifold
3in elbow
3in downpipe
3in straight pipe to blast pipes
GTIR T28
Custom hard pipe turbo intake
N62 maf
Custom sheet metal intake manifold
Q45 throttle body
Rb26dett 444's injectors
Walbro 255 pump
Z32 fuel filter
Adjustable fuel pressure regulator
FMIC
HKS blow off valve
Manual boost controller
Harshom developments stage 3
Ect.

But yea feels like crap, sluggish. gauge reads 15psi though.
I did replace all the hoses under the intake manifold with new.

So my thoughts are boost leak, boost in crankcase ventilation, or it's pulling time
Please, I need help.
