ca18 install in new jersey

In all honesty would a garage that installs rebuilt engines in central new jersey be able to install a ca18 into my 89 240? Is it even legal? In all seriousness do you think a shop would tackle a project like that or would it be cheaper/smarter for me to drive 6 hours to heavy throttle in upstate ny or drive 17 hours to unstable-hybrids in georgia to save some money?i want everyones opinion on this one...thankstom
