Bypass fuel pump relay

Someone told me "On the relay it should be numbered you will want to wire the #3 and #5 terminals together. Now this is a high amp terminal so you need a pretty heft wire."

does he mean to cut the wires an splice them together or splice them together an leave them going into the relay or what?

im a little confused about all this stuff.....
