I have not heard of kick plates smoking. There are no "lights" in the kick plates. It's a one-piece unit with a circuit board that contains LED gizmos that are soldered into the board. Did you buy the car new? I can only imagine that a previous owner messed with either the capacity of the fuse controlling them or maybe the actual wiring that caused too much power to go through the board effectively burning it. The only option is to buy new kick plates. You cannot repair or replace individual pieces ion the board if it is fried.
1) double check the fuse location and see if someone placed a 20a fuse where there should have been a 5a, etc before even considering replacements
2) look for used kick plates on Ebay or similar sight as new ones from the dealer are likely a small fortune.
