Bumper Extension Removal

Trying to remove the chuki bumper extensions. Have removed the 2 screws on the wheel well side and one screw on the bottom, and detached the lip from the fender. The extension is free on the bottom now, but at the top is still held in by the metal backing bracket behind the plastic part of the extension. I believe I'm supposed to pull or slide the extension toward the rear of the car to free the clips holding the metal bracket to the fender, and then it will come off. But I'm pulling pretty hard and it won't budge. The plastic might snap if I pull any harder. What am I missing?
