Bulb or ballast?

Is there a way to test if i have a bad bulb vs ballast without swapping things around. Couldn't i use a simple VOM? May seem like a stupid question, but i havent seen any answers in my searches saying i could and that seems like the simplest test vs pulling things apart on both sides of the car and switching things around.

If I remember correctly, the ballasts for your year (and probably other years) are actually mounted inside the headlamp unit. You are probably better off just trying a new bulb, even though that still requires going through the wheel well. I suppose if you pull out the bulb, you could test for voltage going to the bulb socket. That would confirm if it's a ballast or just a blown bulb. Hope this helps.

Sorry, should have been more clear. These are aftermarket morimoto fogs.
