Buggered DiF fan controller?

I have everything hooked up correctly and im trying to run an s14 fan on it. The fan works fine when hooked up to the battery directly.

When i put it into program mode i cannot get the fan to "pulse" like its supposed to. I have also checked this on a multimeter. I cannot get any activity out of this controller at all. Ive tried reversing the coolant temp sensor wires and nothing

I have continuity between the fan1+/fan2+ and the block which doesnt seem right. Seems like a blown circuit/bad unit.

is the ignition on when you do this? For me, I had to have the key on for the fans to pulse, it worked fine after that
