Broken tensioner stud, tips to get it out

I imagine someone else has been here. The stud is broken off in the block and ugly at that. Any tools others have used that worked really good to get the old end of the stud out of the block?

The same old ones that always worked.

Cut it off, drill it out and retap. Not much else to do.

You think these crazy bit that removed busted screws and such might work or am I dealing with too much loctite and torque? I am semi screwed it is busted off and has a bit of an angle to the surface.

From what I've seen and heard, it's rusted into it. Semi-common problem. All I've seen recommended is to drill out, sleeve it and retap.
