2012 m35h when running the brakes work fine but the brake pedal can be pushed to the floor when the car is switched off is this normal ?

The hybrids don't use a traditional vacuum booster, the boost is motor-driven and in normal operation the pedal shaft never makes physical contact with the master cylinder. When the control system shuts down the shaft "overthrows" to make contact as a failsafe measure, so the brakes still work but with no boost. So it's normal for the pedal to feel "soggy" and sink a lot further when the system is dead than when it's operating. It shouldn't go flat to the floor, but it will sink way down.
