Brakes leaking out of master cylinder?

Brake fluid gushes out of the bottom of the master cylinder, where the bottom brake line enters the system. Does this require replacment of the lines, master cylinder, or a seal...etc. BTW the metric head that holds the brake lines into the threads seem to be baddily corroted. is it safe to use something like pb blaster to break the nuts loose.
