brake question

i had a mechanic upgrade my brakes (was concerned to try myself) rotors, pads, ss lines etc. This past weekend when i was installing my front suspension parts i obviously took off the wheels to do so. My queston is this. Should the front wheels "free wheel" with no resistance when you turn them or should there be some friction so that it requires very minor effort to turn them. Mine have friction. Maybe a dumb question. Thx for your feedback.

There will be a slight drag from the brake pads, this is normal.
