i had the front tires off for the first time while i replaced my tie rod ends. I did a visual inspection of the brake pads and they have plenty of wear left, but are they supposed to be touching the rotor with the brake pedal released? Im sure they arent putting pressure on the rotor since its not that hard to turn it, but i do hear them slightly scraping the rotor as i rotate it.

what im asking is: is the brake pad supposed to be pulled back away from the rotor when the pedal is released, or is the pressure just removed and it sits touching it?

Well, i guess it's allright if you can turn the rotor easily and the rotor keeps turning after you let go. Most cars that i had or worked on were that way.

Yes, they are supposed to touch. The *only* thing that pushes back against the pad is the friction from the rotor. When you release the brakes the pad slides away just far enough such that the sliding friction on the pins equals the greatest normal force between the pad and the rotor. At the point that occurs, the 2 still touch.
