brake problem......plz help

have trouble brake on my 90 240....when i brake its has pressure as if i was bleeding it....but the cars does not stop.....bled the brakes..pumped my brakes started my car seems that the pressure doesnt even release still have hard brake petal.....what can it b .....calipers or brake power booster?.........

Does the pedal stiffen with the engine on & off ???

i think its my brake power booster.......it had fluid when i flipped it upside down.........
