Brake lights on ONLY when headlights are on too

Hey I'm having an electrical problem. My brake lights fully go on (no dim running brake lights) when I have to use them at night along with my headlights. Without the headlights on, the brake lights work fine like normal.

Could it be the headlight switch? I've taken it apart before to get the dash lights and running lights working. This all happened after my 15A tail light fuse blew and got completely melted into my fuse box. I had to pry all the bits and pieces out and jam in another fuse. Is it possible that one of the contacts in the headlight switch was burned out after this event?

Any help would be appreciated.

I don't believe it's the headlight switch. I took it apart today, contacts were clean, re-brushed them just for good measure, nothing different.

All my fuses are good as well.

My brake lights fully turn on only when I turn my headlights on (including the third brake light). I believe this problem started happening after I got water into my license plate bulb socket and it burned out the tail light fuse. Everything still works like normal but just this.

Is it possible that my brake fluid is low? Also my dash lights light up as well when I step on the brakes I don't remember if this was normal. I am going to double check that the correct double filament bulbs are in the taillights tomorrow (but still doesn't make sense, since the third brake light on the hatch stays on as well....)

Good luck with this one I just got through rewiring my NRL and my brake lights. It was a b****... well not really just trying to fix the problem b4 was.
