Brake Lights Always On (it's not the stopper causing it)

I have the usual problem with my brakes lights being always on, even when the car is off. I've checked the forums and internet regarding the rubber/plastic stopper being broken that presses the brake light switch when the brake pedal is released, but when I checked underneath my steering column, both stoppers are still there, nothing is broken, and the switch is pressed when the brake pedal is released. What could cause my brake lights to always still be on? Please help!! Thanks.

May be a bad switch, try unplugging the brake light switch pigtail and jumping the contacts.
