BPT question... searched already

So i'm trying to get my car smoged, and it failed miserably in the NOx part. tech said it was probrably the EGR. tested the egr by applying vacuum directly and the car ALMOST stalls. so I pulled out the BPT and found that the foam surround was completely gone. Could this be my problem? I need to know for sure before I go back to get it smogged again because i'd rather not pay again for another test. any opinions would be great.
