BOV maintenance

I have a blitz bov and I cant get it to stop fluttering. I had it out of commission for 8 months or so. It used to make a super lound whoosh sound but it does not sound the same. I have tried adjusting the screw on the top harder and softer but it dosen't seem to do anything. I also tried taking it aprt and greasing up the piston a little. Any tips on adjusting these things?

Fluttering as in turbo surge right? Then in that case, it seems you already know the problem. It's not openning. I'd get a vacuum pump and test it. They are fairly cheap.
