Boosts to 9 PSI stock?

I did a Blacktop SR swap into my S13, it has all the basic mods like cat-back exhaust, FMIC, BOV, Fuel pump, ect. I have the Apex AFC and RSM, but no boost controller. Here's my question: For some reason I boost to 9 PSI, not the stock 7. When under WOT it always gos right to 9 and stays there, so its not boost creep. Plus, it never gos above 9. What could be causing this? I have a few theories of my own, but first I would like to hear what you guys have to say!

Better breathing engine (large exhaust) will create more boost. My stock is 10-ish, but I boost 12 w/o a controller.

fmic will also make it boost more

Yeah, 9psi is typical, as is 10.

Thanks for the help guys, I was afraid my wastegate auctuator was going bad! Your comments have been a great relief!
