boost spiking...need help

well I just got a power fc and wanted to use my new hks evc-s boost controller with it. we had it on the dyno and it was set at 19 pounds. it would boost spike to about 21 ish and then drop all the way to 13 pounds. when we hooked up a manual one it worked fine.. i was told its because of the interanal waste and i need to get a diff man fold with an external waste gate and this issue will disappear. has anyone run into this prob before and what did you do to fix it. thanks
