boost spikes

I have a s13 sr20det with a GT25/40R turbo, internally gated. I run a HKS Actuator and a Blitz Dual SBC-R boost controller.

When I boost past 15 psi, Im getting boost spikes, up down up down.

I have tightened the actuator and checked for leaks, adjuted my boosted controller to no end.

What is going on? Actuator too weak? Bad controller? Blow off valve too weak?

This is driving me nuts.

This sounds like the hole for the internal gate in the turbine housing is too small. Might have to take it apart and go at it with a grinder or take off the wastegate line buy an external gate and weld it on...
