boost leak or what?

Well I am having issues reaching full boost and I get to about 6psi at about 5000 rpm. My wastegate isnt opening either. The spring in the wastegate is a 10 pound spring. I thought it could have been my ic pipes but I checked and retightned all of my clamps. I am still having the same problem. I checked the turbo to look for any play in it and there is no play at all. My vac readings are at about 21 sometimes 20 but never below. So if anyone has any suggestions it would help. I am using a t3 super 60.

Sounds like a bad leak to me, I know thats not much help. I'd bet on a cracked coupler myself. Might need to thoroughly inspect all of them. I'd start there.

Check for leaks on the exhaust side between the engine and the turbine as well.
