boost leak maybe?

When i set my HKS boost controler to 12 pounds, I only get a max pressure of 11.3 pounds on my peak hold readout. I'm new to boost, so I don't know if this is a result of a leak or what. My setup is a stock T28, Blitz atmospheric BOV, and HKS intercooler. Last week, I could set it to 12 pounds and it would reach it no problem, sometimes even overshooting by a couple tenths of a pound. I'm just not sure whats going on. Any help? Also , its the new HKS EVC if that helps.
