Boost issues

I've got an RB20 swapped hatch with front mount and exhaust manifold...otherwise, stock.

If I slowly roll into boost, my boost gauge rises up to around 11 psi then gradually lowers back to around 9 psi where it sits until I lift. If I just romp on the gas the gauge rises up to around 9 psi then settles at 7 until I lift.

I'm on the stock turbo and wastegate. Any ideas of what I should check for? I'm not too sure if this could be caused by a boost/vac leak, but I'll check for them anyway.

Check for the boost leak. Listen for a vacuum leak. What's the vacuum at idle? Could also be a leaky/busted actuator.

i thought that was supposed to happen due to the boost solenoid on the bottom of the intake manifold!

Seen that happen on engines with bad cylinders, or lack of fuel.

Check for vacuum problems first.
