boost hitting "wall"

I've tried posting everywhere with no luck. '92 redtop, 785cc s15 turbo, walbro pump. i'll boost up and around 4000rpm then the car sputters. for some reason i can't go past 4000. is that a boost issue or a fuel issue? fuel pressure is around 45psi. i got the boost set at 7psi. it baffles me.

ecu tuned?..stand alone?..safC?..E-Manage?...what are you using to controll the fuel maps?

i'm using a neo. i just got it tuned as good as i can get it. i did a boost leak test with soapy water and nothing
