boost drop

boost spikes to 15psi at about 4000rpm then falls fast to 9psi and stays there till red line. checked bov, boost controler, system is sealed. Car has stock t25 turbo and wastegate, greddy bov, fmic, avcr, full 3in exhaust and manifold. where is the boost going

I would suspect the wasgate actuator. Pressure test it.
