Boost Cut?

I need to know if anyone has ever experienced boost cut on their SR. I'm not really sure if that's what my problem is. I'm currently running a S13 Black Top SR20det. It's still basically stock minus the FMIC. It still has the stock S13 MAF. At higher RPMs approx. around 5,000 to 5,200 (sometimes low as 4,500) my RPMs will rocket but no gain in speed. When I ran 7psi boost it only did it when outside temp was colder but when I bumped it up to 10psi it does it constanty at 4th gear around RPMs range I stated. Same with 5th gear. I know it's not clutch slippage cause it's a brand new clutch and 15lbs flywheel. It did it when I had my stock transmission set up. Anyone ever experience this problem?

Did you break in the clutch proper(take it eazy for 500 miles)? Is it a stage 1 or 2 or stage 1,000,000? sprung un sprung? what brand? Are you running rich or lean? List your mods and more info please!
