Boost Controller Settings

I've got this boost controller on my rb20 http://www.performance-trends....s.htm

I have my lo setting @ 5.5, hi setting @ 10.5, lo gain @ 0%, hi gain @ 0%, warn @ 12, limit @ 75%, and start boost @ 4 (wastegate opens @ 6psi on hi boost). For some reason if im on lo boost It spools right on up to 14psi and warn initiates and limits to 7-10psi. If im on hi boost it spikes as high as 20.5psi!!!!! Then warn kicks and and stays around 7-10psi. I checked the actuator and the NO is hooked to the boost line, COM to the wastegate, and NC vented. Is there a setting I have wrong, or is my boost controller bad?

change the gain so the wastegate opens faster.....try it at 25%, 50%, then 100%
