do you mean the bolts on the engine that hold the manifold to the head, or the bolts that hold the rest of your exhaust to the manifold?

If it's the studs from your head, you can buy a kit to remove broken studs, or bring it to a shop and have them do it.

if its the studs on the ends that came out. then finish drilling them out and put bolts w/washers and a nut on it.

or if you have a torch and impact gun then get the old studs out. heat up the flange w/the torch and use the impact to tun a bolt the next size bigger in there. heating it up will help make new threads for the bolts to go in.

god luck

Snapped bolts should be the least of your concerns. Unless, the header bolts broke flush with your head so that there isn't enough space to grip it with channel locks or vice grips to back those out. That would suck. Drilling it would be a pain in the @ss.
