Have you tried applying heat around where it's stuck? It will expand, maybe loosening up the affected area. I have used this method to remove an old o2 sensor from my truck's exhaust manifold. It was the only way to get that sucker out.
This is a common headache for many exhaust parts because they are exposed to extreme temperatures. With daily use, your exhaust components expand and contract (with the absence/presence of heat), causing nuts and bolts to seize. It's always easier to get them out when they're hot.
