Bog out power loss?

Hey guys, recently I started having a problem with my S13. It will be running fine and then all of a sudden I'll take off from a light or down shift and it feels like the engine is bogging out. I can hear the turbo spool like always but the pedal has a sort of "dead" spot to where up to about 1/4 throttle it pulls, but after that the turbo spools and I have no power. Has anyone experienced anything like this, I don't know maybe it could be timing but wouldn't that be a constant thing? Any help on this is much appreciated.
