It's going to depend on the android phone and how the manufacturer/carrier have configured things. There may be an option to disable ringing outside the headset. My general experience with Android phones (and I've owned more than a few) is that they always ring the phone itself aloud, even if there's some kind of bluetooth device that's connected for handling calls (car, headset, etc.)
If the phone itself lacks the options you're looking for, you could check out Tasker. It allows you to trigger settings changes based on a number of inputs or triggers, including connecting to any (or a specific) bluetooth device. You could set it to either silence the phone or switch to vibrate only when that headset is connected, and then switch back when it disconnects. Though it's pretty technical, Tasker will work on a stock (unrooted) phone, so no worries there if you're not the hacky type.
