Hmmm ... maybe it changed from when you last looked into it perhaps?
From what I had read at the first link I provided, you must provide 88%
transmittance - which usually means OEM tint in the glass itself is all that is possible.

The main requirements for legal window tinting in California are:
The windshield and front driver's side and passenger's side windows cannot receive any aftermarket tinting.
If the rear window of a vehicle is tinted, the vehicle must have outside rearview mirrors on both sides.
The law prohibits any person from driving any motor vehicle with any object or material placed, displayed, installed, affixed, or applied upon the windshield or side or rear windows, with certain limited exceptions.

AFAIK, that is still correct.
FWIW, my own experience with darkening the rear windshield and rear side windows on my 1995 Q45 was that I made too dark at 10% transmittance - 90% block (was for my infant son with a bright sunlight allergy) ... became a driving hazard for me at night really. So, I didn't do any tinting on my current 2003 Infiniti M45.
