blue Relay?

I have a bad relay I guess but never really saw anyone mention abou this relay before. It is located by the battery in a S13 chassis. I have a RB20det. This relay clips on the side of the passenger fender by the headlamps. It has 2 plugs going to it. I noticed that the black/white and black/yellow wires plug into this.

I couldn't get my car to start at first and after tapping this I had power to the ignition and ecu. Is tis a S13 OEM part?
