blowin fuse?

So i got everything working finallllyyyy. My running lights and dash lights came on 1st time in 2 years. And basicly this is the deal now. When the car is off or just idling all my lights work like a charm. When i rev it past 4000rpm or when i just drive 'above 2000-3000rpm ....flick...flick....fuse gone.

Is it a bad ground or a short how do i tell and fix??

Ps:the issue to my dash and rear tail lights has been resolved. I used a multi-meter on every fuse to check for connectivity. I mean under the hood inboth fuse boxes and kicker panel inside. And sure enough 1 looked fine but wouldn't beep...replaced.... got my lights back.
