Blower motor not working in cold weather?

I bought this van last spring and the blower motor never worked so I recently replaced it about a month back and everything was working great. We had our first snowfall and real temp drop 2 days ago and the blower motor would not work at all. However once the car drove for awhile it would turn on and start working. Every now and then it would do something weird where it would slightly blow air like the setting was turned down but then it would start blowing normally. Yesterday the same thing happened where the blower motor would not work at all until the car was driven for about 30 minutes. I am at a loss as the blower motor was just replaced. Its not the resistor so im at a loss on whats causing this.

What is your proof it's not the resistor?

Be advised that unless it was an OEM motor ($$$$), that most all motors and brands sold out there are way substandard as compared to the OEM ones. It begins with the performance of a new one which commonly puts as much air out at position 4 as the OEM ones do at 3 or even 2. It's a sad situation and one somebody with some business sense could make a million dollars off of. Especially with a/c performance, which is highly contingent on how well the fans blow.

Might be the blower switch as well, some melt nowadays.
