blow off vavle not blowing???what?!

hi there guys, sorry if this has been posted before but i dont know, i've searched and coudnt find it. so theres the problem, my BOV (greddy RS) for some reason is not blowing when i rev up the engine. when i release the gas, there is a sputtering noise and air rushing out noise coming from my intake and turbo. it sounds kinda like a bov already coming from there. but its not coming from the BOV. i've soften the screw all the way to the softest part and its still not coming out of the bov, its coming from the turbo and the intake out to the filter. can someone tell me what could possibly be wrong with this? could it be the BOV i just got it like 3 months ago brand new, or could it be something else? again, sorry if this has been posted, i could not find it after typing in BOV, Sputter from intake, turbo Intake noise, bla bla bla..i've tried. please someone help me out. thanks alot guys.

Do you have good vacuum to the BOV?
